Let us help elderly people in Bratislava to test for COVID-19!

Dear healthcare professionals! Dear volunteers!

On Friday 06.11.20 and Saturday 07.11.20, the Bratislava City Hall plans to conduct local testing for COVID-19 in nursing homes and invites medical and administrative workers to take part in this activity.

We ask you to help us with carrying out of this event and to join our team of MALnS volunteers.

Full staffing of testing requires 50 health workers.

The Bratislava City Hall does not have a lot of funds. However, it is possible to agree on the remuneration for this event (18 euros / hour for doctors and 7 euros / hour for administrative workers).

Doplňujúca skúška, tests 12.10.2020

Dear doctors,

Today, doctors and dentists registered for the qualification exam (doplňujúca skúška) received letters by mail explaining the procedure for conducting the test part of the exam on 10/12/2020.

  1. Within the next few days, all doctors will receive by e-mail information to log into accounts on the platform where testing will be carried out. The first step is to change the sent password to a new one. The new password must contain at least 8 characters, at least 1 letter, 1 number, 1 lowercase letter, 1 uppercase and at least 1 special character (*, -, #)
  2. Before the exam, a test sample will be available in the system, which can be passed any number of times.
  3. It is necessary to answer the testing questions sequentially, it will be impossible to skip the question and return to it later, each question has only one correct answer.
  4. On October 12, 2020, the exam test of medical knowledge (80 questions) will be available from 16.00 to 17.30, the time limit for the test is 80 minutes. Those who start the test at 16.00 will have time to complete it until 17.20, those who start the test at 16.10 and later will have time to complete it until 17.30. The medical law test (20 questions) will be available from 17.30 to 18.00, the time limit for the test is 20 minutes.

Medical exam information update

Our Association has submitted a request for the dates and conditions for the qualification examination for foreign health workers in connection with the worsening epidemiolonic situation. We got the answer:

– the written part of the exam (test) will be held online on October 12, 2020

– those who successfully pass the written part and will be admitted to the oral exam, which will be held on October 15-16, will be required to provide a negative COVID-19 test no older than 72 hours before the oral part of the exam date,

– The Essenial Medical Faculty in Martin will provide an opportunity to take the COVID-19 test free of charge on the eve of the oral part of the exam in its laboratory.Please find attached the full text of the answer.

New course “Legal minimum for foreign medical workers”

How is it useful and interesting for medical professionals passing the exam?

Those who are regularly interested in our activities and read the news on our page have already seen the announcement that from September 7 to October 15, 2020 it is planned to hold a course “Legal minimum for foreign medical workers.” General practitioners, dentists, pharmacists and nurses can participate.

Today we will try to consider in more detail those questions that a medical worker may have when familiarizing himself with the information on this training course.

1. What kind of a course is it?

The content of the course reflects its title: that is, in the course of training, the basic laws of the Slovak Republic will be considered which can become part of the test task. The Ministry of Education of Slovakia has approved the list of laws for studying by medical workers who are going to confirm their qualifications during the exam (doplňujúca skúška) and it is published in official sources.

Doctors who had already tried to pass this test faced the fact that the list was not complete because it lacked several basic laws. At the same time, some of the items tested contained questions from laws that were not listed.

Therefore, we made a request to the Ministry of Education of Slovakia and received an official list, based on which the course program was expanded and now includes all the laws, knowledge of which is the key to successful passing the exam. After our request, employees of the Ministry of Education updated the list on their website. Now it includes 14 laws instead of 8 proposed for studying earlier.

2. How can this course be useful for a healthcare professional preparing for an exam?

Currently, there are no analogues of such a course in Slovakia. During the preparatory courses held at the University of Comenius last autumn, only a few lectures were devoted to legal knowledge for doctors, which covered only a small part of the required legal minimum.

Studying laws that sometimes contain from 130 to 300 pages takes time and effort. The text of legal documents has its own complex specifics and speech patterns, which are not always clear to doctors and this also affects the quality of their preparation.

This course was prepared thanks to the efforts of the staff of the Law Office Antovszká, s.r.o. together with the staff of the language school iCan and doctors from MALnS (International Association of doctors in Slovakia). So we tried to present the required legal minimum in a concise, accessible and understandable form for medical professionals.

A very important moment in this process was the work of practicing lawyers who thoroughly studied all the laws specified in the course program and presented them in such a way that the doctor could remember and use in practice all the important points that should be paid attention to when preparing for the exam.

In addition to presentations and explanatory material, healthcare workers will also be offered testing on the topics of the course. This will allow them to practice their skills in working with tests before the exam and consolidate their knowledge of the laws.

Each of the course participants will have the opportunity to receive clarifying information on the questions that arose during the preparation for the exam, which can also contribute to better preparation for the exam.

3. How can this course be useful in the practice of a medical worker?           Knowledge of the laws that will be studied in the course is necessary for a medical professional in the process of employment and performance of his job duties, communication with patients and colleagues.

4. How will the process of studying be organized?                                                                   The course includes 12 lessons of 2 academic hours for a total of 24 academic hours.

Classes will be conducted online at a convenient evening time for participants. In case of interest and a favourable epidemiological situation, classes can be held in the language school iCan premises in Bratislava.

5. What is needed to get to the course?                                                                          First of all, knowledge of the Slovak language at the B1-B2 level, since classes are held only in Slovak.

Apply to participate in the course until September 6, 2020 inclusive (to register, write to medics@icanschool.sk.

Pay the course fee, which is 249 euros. Of course, each doctor chooses his own way of training and preparation for the exam. Use your chance of high quality preparation for the exam in this course.

Arrival of foreign doctors from abroad to Slovakia for passing the exam

The date of the qualification examination for foreign doctors (doplňujúca skúška) is approaching. It will take place on October 15-16, 2020.

Knowing about the anti-epidemiological measures currently in force in Slovakia, on August 11, we made a request to the Ministry of Education of Slovakia. We asked if the requirement to pass a mandatory 5-day quarantine and subsequent testing for COVID-19 would apply to foreign doctors from so-called “Red zone” countries (for example, Ukraine and Russia), who come to Slovakia to pass the qualification exam. We also asked if it is planned to conduct the exam electronically.

On August 14, we received the answer, which is attached. Below is a summary of the response from the Ministry of Education:

  1. Online examination is not planned, personal presence is required.
  2. Foreign doctors who come to take the exam from abroad are not required to undergo a mandatory 5-day quarantine, if the following documents are available: a) official confirmation that they are going to take the exam, b) a certificate of negative testing for COVID-19 is not older than 96 hours at the time of entry into Slovakia.   3. Based on the previous point, we recommend that all foreign doctors who will enter Slovakia to take the qualification exam from abroad, in advance, request from the Jessenius Medical Faculty in Martin an official confirmation that they are invited to take the exam.
  4. Because the situation with the COVID-19 pandemic is changing all the time, accordingly, anti-epidemiological measures in Slovakia are changing, so we advise you to monitor the current epidemic situation in Slovakia, focusing on the information posted on the official state website www.korona.gov.sk.

Specialized practice for doctors and its operation: Statement on the legal basis

Dear doctors,
In May, we published information on the introduction of a temporary internship for foreign doctors in Slovakia on our website: https://www.malns.sk/ru/temporary-internship-for-foreign-doctors/. It was stated quite vaguely in the law that a temporary internship is valid only in a crisis situation. Moreover, when the government announced in June the lifting of several restrictive measures and the end of intensive work by the crisis headquarters, the question arose as to whether foreign doctors in Slovakia who had undergone documents recognition but had not yet passed the qualification exam could still count on this temporary internship.
For the answer, we decided to contact the representatives of the Law Office Antovszká, s.r.o., who are currently helping us to develop and prepare a course “Legal Minimum for Foreign Healthcare Professionals”, which is scheduled for the period from September 7 to October 15, 2020.
The answer is attached. According to the fact that the state of emergency was cancelled on the territory of Slovakia on the night of June 13-14, but the crisis situation is still in effect, foreign doctors can still take advantage of the opportunity for temporary internship.

Letter from the Minister of Health

On Friday 12th of June we received an official letter from the Minister of Health of Slovakia Marek Krajči, who appreciated the initiative of foreign health workers.

In a letter, he informed about the possibility of temporary specialized practice, which he considers a good opportunity to prepare for a specialized exam. He expects that with this change, the number of successful cases of recognition of medical qualifications will increase.

We are preparing an answer to this letter and will be glad to any advice, suggestions from the members of our organization, volunteers of the initiative “Unite to help Slovakia!” and sympathizers.

Temporary internship for foreign doctors

On Wednesday, May 13, members of the National Council of the Slovak Republic voted to adopt a number of amendments to the laws of Slovakia. All amendments will come into force after being signed by the president and published in the Collection of Laws.

One of these amendments is a temporary internship (dočasná stáž) for foreign doctors who have undergone nostrification of a diploma but have not yet passed the qualification exam for doctors (doplňujúca skúška). The possibility of internship is introduced in the law only temporarily – while in Slovakia there is a crisis situation in connection with the COVID-19 pandemic.

The possibility of including this internship in Law No. 576/2004 “On healthcare, services related to the provision of medical care”, as a permanent part of the process of recognition of education for foreign doctors, has been discussed and planned for a long time. About a year ago, the introduction of a temporary internship was already voted on by the National Council of the SR, however, it was not approved.

If you are already working in the Slovak health care system at a lower position, then you can use this opportunity to improve working conditions. If you have nostrified a diploma and are expecting a qualification exam, which was moved to October, then this internship may be useful as additional preparation for passing the exam in the form of language practice and familiarization with the healthcare system in Slovakia.

Unfortunately, this amendment cannot be used for nurses and dentists, as well as for those who have not yet gone through the nostrification procedure.

Otvorený list Medzinárodnej asociácie lekárov na Slovensku novému ministrovi zdravotníctva SR Marekovi Krajčímu

Vážený pán minister,
Zahraniční lekári a iní zdravotníckí odborníci ktorí žijú na Slovensku by chceli poskytnúť svoje odborné vedomosti a sily v boji proti koronavírusu. Počet pacientov chorých na chorobu COVID19, ktorú spôsobuje SARS-CoV-2 každým dňom rastie.

Podľa analýzy Inštitútu zdravotnej politiky by mal počet nakazených rásť, pričom v polovici júna by v istom momente muselo byť takmer 24-tisíc ľudí hospitalizovaných. Už v súčasnosti sa zdravotníctvo potýka s nedostatkom zdravotníckeho personálu, pričom lekári a sestry sú v súčasnosti v prvej línii. Po čase však môže prísť k extrémnej vyčerpanosti, pričom nákaza sa žiaľ nemusí vyhnúť ani im.

My sme v Medzinárodnej asociácii lekárov na Slovensku (MALnS) vnímame túto nepriaznivú situáciu a preto vyzývame zahraničných lekárov a celu cudzineckú komunitu na Slovensku, aby pomohli Slovensku – krajine, v ktorej chcú ostať žiť a pracovať. Mnohí z nich zareagovali veľmi promptne a ústretovo a ponúkli svoje odborné vedomosti a schopnosti. Sú okamžite schopní začať pracovať v nemocniciach, ktoré ich budú potrebovať a to bez nároku na honorár či inú odmenu. Potrebujú len udelenie výnimky, keďže niektorí z nich nemajú ešte uznané svoje vzdelanie z domovskej krajiny, prípadne ešte nezložili odborné skúšky.

Pripájame zoznam lekárov plus ďalších dobrovoľníkov s kurzom prvej pomoci, aj s kontaktom na dobrovoľníkov. Zoznam každým dňom aktualizujeme, keďže pomôcť chce naozaj mnoho lekárov zo zahraničia.
