Specialized practice for doctors and its operation: Statement on the legal basis

Dear doctors,
In May, we published information on the introduction of a temporary internship for foreign doctors in Slovakia on our website: https://www.malns.sk/ru/temporary-internship-for-foreign-doctors/. It was stated quite vaguely in the law that a temporary internship is valid only in a crisis situation. Moreover, when the government announced in June the lifting of several restrictive measures and the end of intensive work by the crisis headquarters, the question arose as to whether foreign doctors in Slovakia who had undergone documents recognition but had not yet passed the qualification exam could still count on this temporary internship.
For the answer, we decided to contact the representatives of the Law Office Antovszká, s.r.o., who are currently helping us to develop and prepare a course “Legal Minimum for Foreign Healthcare Professionals”, which is scheduled for the period from September 7 to October 15, 2020.
The answer is attached. According to the fact that the state of emergency was cancelled on the territory of Slovakia on the night of June 13-14, but the crisis situation is still in effect, foreign doctors can still take advantage of the opportunity for temporary internship.

Letter from the Minister of Health

On Friday 12th of June we received an official letter from the Minister of Health of Slovakia Marek Krajči, who appreciated the initiative of foreign health workers.

In a letter, he informed about the possibility of temporary specialized practice, which he considers a good opportunity to prepare for a specialized exam. He expects that with this change, the number of successful cases of recognition of medical qualifications will increase.

We are preparing an answer to this letter and will be glad to any advice, suggestions from the members of our organization, volunteers of the initiative “Unite to help Slovakia!” and sympathizers.

Temporary internship for foreign doctors

On Wednesday, May 13, members of the National Council of the Slovak Republic voted to adopt a number of amendments to the laws of Slovakia. All amendments will come into force after being signed by the president and published in the Collection of Laws.

One of these amendments is a temporary internship (dočasná stáž) for foreign doctors who have undergone nostrification of a diploma but have not yet passed the qualification exam for doctors (doplňujúca skúška). The possibility of internship is introduced in the law only temporarily – while in Slovakia there is a crisis situation in connection with the COVID-19 pandemic.

The possibility of including this internship in Law No. 576/2004 “On healthcare, services related to the provision of medical care”, as a permanent part of the process of recognition of education for foreign doctors, has been discussed and planned for a long time. About a year ago, the introduction of a temporary internship was already voted on by the National Council of the SR, however, it was not approved.

If you are already working in the Slovak health care system at a lower position, then you can use this opportunity to improve working conditions. If you have nostrified a diploma and are expecting a qualification exam, which was moved to October, then this internship may be useful as additional preparation for passing the exam in the form of language practice and familiarization with the healthcare system in Slovakia.

Unfortunately, this amendment cannot be used for nurses and dentists, as well as for those who have not yet gone through the nostrification procedure.

Otvorený list Medzinárodnej asociácie lekárov na Slovensku novému ministrovi zdravotníctva SR Marekovi Krajčímu

Vážený pán minister,
Zahraniční lekári a iní zdravotníckí odborníci ktorí žijú na Slovensku by chceli poskytnúť svoje odborné vedomosti a sily v boji proti koronavírusu. Počet pacientov chorých na chorobu COVID19, ktorú spôsobuje SARS-CoV-2 každým dňom rastie.

Podľa analýzy Inštitútu zdravotnej politiky by mal počet nakazených rásť, pričom v polovici júna by v istom momente muselo byť takmer 24-tisíc ľudí hospitalizovaných. Už v súčasnosti sa zdravotníctvo potýka s nedostatkom zdravotníckeho personálu, pričom lekári a sestry sú v súčasnosti v prvej línii. Po čase však môže prísť k extrémnej vyčerpanosti, pričom nákaza sa žiaľ nemusí vyhnúť ani im.

My sme v Medzinárodnej asociácii lekárov na Slovensku (MALnS) vnímame túto nepriaznivú situáciu a preto vyzývame zahraničných lekárov a celu cudzineckú komunitu na Slovensku, aby pomohli Slovensku – krajine, v ktorej chcú ostať žiť a pracovať. Mnohí z nich zareagovali veľmi promptne a ústretovo a ponúkli svoje odborné vedomosti a schopnosti. Sú okamžite schopní začať pracovať v nemocniciach, ktoré ich budú potrebovať a to bez nároku na honorár či inú odmenu. Potrebujú len udelenie výnimky, keďže niektorí z nich nemajú ešte uznané svoje vzdelanie z domovskej krajiny, prípadne ešte nezložili odborné skúšky.

Pripájame zoznam lekárov plus ďalších dobrovoľníkov s kurzom prvej pomoci, aj s kontaktom na dobrovoľníkov. Zoznam každým dňom aktualizujeme, keďže pomôcť chce naozaj mnoho lekárov zo zahraničia.
Dovoľte preto, aby sme Vám ponúkli našu pomoc a kooperáciu. Budeme radi, ak sa na nás obrátite.

Zároveň sa tešíme na spoluprácu s Vami v najbližších štyroch rokoch, kedy, veríme, dokážeme pomôcť slovenskému zdravotníctvu aj začlenením zahraničných lekárov a ďalšieho zdravotníckeho personálu do praxe.

Let’s all come together and help Slovakia

Dear foreign doctors, nurses, pharmacists and the whole foreign society, which has chosen Slovakia as their home.

Despite the fact that we, as an organization that helps medical personnel from abroad, face Slovak bureaucracy and misunderstanding, we believe that Slovakia is a country that has accepted us and has become for us and our children a new home and desirable place for life and professional activities.

A state of emergency has been declared in Slovakia now in connection with COVID-19, which is the most competent solution in this situation. Compliance with strict quarantine measures will reduce the number of contacts, number of sick and confirmed cases. According to reliable statistics, the number of people with COVID-19 in each country grew exponentially, however, many western countries face exponential growth rates. There is a high probability that the number of people with this disease in Slovakia will increase sharply, and today no one can predict what scenario awaits us.

Therefore, we consider it our duty to provide an opportunity to foreign medical personnel and people who have the necessary practical skills to help the Slovak health system in this difficult period. Let’s all come together and help Slovakia, which is still coping with the situation, but no one knows what the situation is going to be in 2-3 weeks. As the experience of other countries shows, the availability of equipment and medical personnel is a decisive factor in the fight against a pandemic. Imagine what kind of help we can offer in Slovakia if, in case the situation becomes more complicated, we will offer 50 or even 100 doctors and medical personnel. Our proposal of this kind can have two positive results, firstly, from a medical point of view, we will do what every self-respecting doctor should do, namely, we will help in difficult times and, secondly, we will improve the attitude of Slovaks to foreigners in general, and to foreign medical personnel in particular.

The shortage of medical personnel that we expect is, first of all, in the position of first contact doctor, infectious disease specialist, pulmonologist, nurse, and laboratory assistant.

Maybe, and we hope, of course, that our help will not be needed, but let’s not waste the time and let’s organize.
